When were TIUGA regulations implemented?
TIUGA became effective July 1, 2018 when the California Fire Code regulations addressed petroleum storage tanks in underground areas. Also in 2015 California SB 612 required petroleum storage tank facilities with a TIUGA to be regulated under APSA, and this prompted the need for TIUGA facilities to have a SPCC Plan.
Previously tanks that were manufactured to aboveground specifications, and were located on a below grade floor, still fell under UST regulations. In March 2019 CERS3 was made available and this simplified the process to change the reported tank status from a UST into an AST (TIUGA).
